“Selangor PR Government May Have Only 2 Months Left” - final part

Continuation from part 1 and 2

Lack of Communication Machinery is a Glaring Weakness

I think Shahrir Samad made a very good point after winning the Johor Baharu by election as an independent candidate. He said, in order to win an election, you must be able to have your own media.

Shahrir said during the JB by election, he handed out video tapes of speeches made by him to electorate in addition to fliers and all the other printed materials.

In Selangor, the job to produce, disseminate, strategize and “retaliate against BN propaganda” should not fall on the shoulder of the MB’s Press Secretary alone. There should be a well-funded, well-trained and well-oiled communication machinery that goes down to the grass-root level of Selangor.

Selangor PR is saved by the existence of bloggers which reaches to the very end of the urban voters. Since 70% of Selangor is urban, then bloggers and web sites was able to neutralize every lies made by BN.

Better Distribution of Resources

We’ve read about the problem Selangor government is facing with SYABAS. To make long story short, in order to take back water management, the Selangor government will have to pay RM 35 billion to salvage the water management.

To me, let it be. We have shown to the people that we tried to halved their water bills but the Federal UMNO government is blocking it. I’d say, we use the RM35billion for making the lives of average Selangorian a bit better.

We could have microfinancing programs, upgrade public service in Selangor, provide better financial support for students, uplift the poor standard of living and many more.

I’d say, the Selangor government must ensure that the people are happy with their service and the money they have must be spent more on the people’s welfare rather than anything else.

Especially now, when the people are suffering from the brunt of economic slowdown. The Selangor state government must stand out in the crowd by appearing more caring and concern about the economic predicament faced by Selangorians due to the global economic fallout.

This is a better way of spending precious resources as compared to saving the Selangor water from Syabas. For all I know, what Syabas is doing is trying to get the Selangor government not to spend on the people’s welfare and instead make their cronies richer.

This is just one example.

Electoral List That Is So Suspect

Yup, the electoral list in Selangor will be the biggest friend of BN and UMNO. Thus far, nothing has been done by PR Selangor to clean it up. Just as a reminder, that way back in 1999 when PAS won Terengganu, the average turnout was about 73%++. When PAS lost Terengganu, the average turnout was about 85%.

The same can be said about Selangor. In 2008, the average turnout was about 75% statewide. I am sure, that in the next election, the turnout will be at least 85%. Except this time, like in Terengganu in 2004, the state will be lost.

Why can the BN do this? Because most of the voters that didn’t turn out to vote last time are not voters anyways. They never exist. They are what we call “Phantom Voters”.

Let’s compare to Kelantan. Why does PAS Kelantan managed to recapture the state, time and time again. The most important activity PAS Kelantan has undertaken is keeping their electoral list clean.

In 2004, they held on to the government by the skin of their teeth. Their total votes were just in the 5k as compared to UMNO. But, before 2004, they managed to rid about 24k unknown voters from the Kelantan electoral list.

So, if Selangor were to have any chance of recapturing the state, they must, I repeat, must embark on a structured and systematic process of cleaning up their electoral rolls from unknown voters. Otherwise, BN will have a field day at the next election.

Selangor Civil Servants Are Playing For the Other Side

I dunno what to say anymore. The Selangor civil servants are not on our side. They have been living under UMNO and they will always be working for UMNO.

One very important role they will play is to leak all “compromising” information to the other sides. Inciriminating documents and files can find it’s way into UMNO’s hand with relative ease.

For example, the press was able to know about the appointment of Madam Low long before any of the exco members knows about it. So, it must be the work of somebody on the inside for exposing such information.

So, it’s very important to find a system for the government to clean up the civil service from people they don’t trust. Always keep important information away from them.


I know running a government is not easy. Who am I to advice. But what I am proposing above are highly essential apparatus and programs that needs to be done and prepared to ensure the continuity of Pakatan Rakyat’s rule in Selangor.

There must be prioritization of jobs that is to be completed before the term ends. So, please make the above suggestion as priority.

  1. KUALA LUMPUR 3 Mac - Sidang tergempar Dewan Undangan Negeri (DUN) Perak yang diadakan di bawah pokok hari ini telah menjatuhkan maruah institusi negara dan negeri yang rakyat warisi selama ini.

    Ketua Pergerakan Pemuda UMNO, Datuk Seri Hishammuddin Tun Hussein berkata, pakatan pembangkang akan bertindak dalam apa cara sekalipun, asalkan dapat berkuasa untuk memerintah negeri Perak.

    "Tetapi saya percaya rakyat sudah muak dengan politik yang tidak habis-habis ini," katanya kepada Utusan Malaysia di sini hari ini.

    Dalam pada itu, Ketua Penerangan UMNO, Tan Sri Muhammad Muhd. Taib pula menyifatkan tindakan pakatan pembangkang itu sebagai kerja gila.

    "Perbuatan itu umpama orang pada zaman jahiliah yang bertindak seperti orang yang tidak siuman dan tidak boleh berfikir panjang.

    "Tindakan mereka itu sebenarnya tidak berpandukan kepada Perlembagaan dan peraturan yang telah ditetapkan," katanya.

    Ahli Majlis Tertinggi (MT) UMNO, Datuk Seri Azalina Othman Said berkata, tindakan kumpulan ADUN itu memperlihatkan pakatan pembangkang cuba melaksanakan undang-undang rimba.

    Katanya, pembangkang kini sudah mula menunjukkan siapa diri mereka sebenar kepada rakyat dengan menghalalkan apa sahaja asalkan dapat memerintah.

    "Tidak pernah dalam sejarah DUN bersidang di bawah pokok dan ia seperti sebuah negara yang tidak bertamadun," katanya.

    Sementara Majlis Peguam menyifatkan persidangan yang diadakan di bawah pokok tidak pernah berlaku dan tidak terdapat dalam Peraturan Mesyuarat.

    Presidennya, Datuk S. Ambiga berkata, timbul persoalan sama ada sidang tergempar itu boleh dijalankan di luar bangunan kerajaan negeri atau tidak.

    Jelasnya, ini kerana krisis politik di Perak itu tidak pernah berlaku dan melibatkan isu undang-undang yang kompleks.

    "Amat sukar untuk membuat kesimpulan atau memberi pandangan muktamad mengenainya namun beberapa perkara boleh diperjelaskan secara prinsipnya," katanya dalam satu kenyataan hari ini.

    MCPXThat was the response of Pakatan Rakyat leader Mohd Nizar Jamaluddin following the emergency sitting of the Perak legislative assembly today.

    The meeting, which needed a quoram of 16, was convened under a tree outside the state secretariat complex in Ipoh.

    The 28 Pakatan state representatives were earlier barred from entering the complex where the state assembly is located.

    Pakatan has won a moral victory of sorts by passing a vote of confidence for Mohd Nizar as the legitimate menteri besar as well as to dissolve the assembly to pave the way for fresh elections.

    The outcome of this victory will not however be immediately known.

    The next step is for Mohd Nizar to seek an audience with Sultan Azlan Shah as soon as possible to convey the assembly’s resolutions.

    And all eyes are now on the sultan’s response to this latest development.

    Also a big concern is how will Barisan Nasional, which took power in the state early last month under controversial circumstances, try to invalidate the decisions made during the emergency sitting today.

    At a press conference later, Mohd Nizar appeared in a jovial mood, obviously upbeat after having succesfully conducted the meeting and extracting the all-important motions.

    “We have gotten the consensus for us to recommend to the sultan that the state assembly be dissolved. It there is no dissolution, the constitutional crisis (in Perak) will go on and political stability would be affected,” said Mohd Nizar.

    “So we are crying from the bottom of our hearts for the people of Perak to urge the sultan to listen to the voices of the people and dissolve the state assembly. If not, the crisis would go on and on. We do not want that.”

    Assembly meeting ‘lawful’

    Mohd Nizar also stressed that the sitting was lawful because assembly Speaker V Sivakumar had issued a notice to all state representatives, except those who were suspended, to attend the assembly.

    However, because the police and an unknown group of men had prevented the state Pakatan representatives from entering the state assembly today, the sitting was held under a large raintree in a carpark just a stone’s throw from the state assembly.

    The meeting was chaired by Sivakumar, who donned his speaker's ceremonial robe. None of the BN state assemblypersons however turned up for the meeting.

    Mohd Nizar added that under the instruction of the sultan, any sitting of the state assembly must be held within the assembly, but since the building had been sealed off, alternative arrangements had to be made.

    “We were prevented from entering the building, so out of the doctrine of necessity, we held the sitting as close as possible, so the location underneath the raintree was best,” he said.

    However, he stressed that the sitting followed all procedures and was held in accordance to the assembly standing orders and state constitution.

    Following the passing of the resolutions this morning, Mohd Nizar said that his government would still have to do some paper work before he can seek an audience with the sultan.

    “After we finish preparing the documents, I will seek for an audience with the sultan to present him with the resolutions that were passed earlier as soon as possible,” he said.

    Should the sultan not recognise the legitimacy of the sitting and not grant consent for the dissolution of the state assembly, Mohd Nizar said Pakatan would do whatever necessary within the confines of the law.

  3. Anwar: Sidang DUN boleh bawah pokok
    KUALA LUMPUR 3 Mac - Ketua Pembangkang, Datuk Seri Anwar Ibrahim berkata, Sidang Dewan Undangan Negeri (DUN) Perak boleh diadakan di mana sahaja sama ada di bawah pokok atau di tempat letak kereta.

    Beliau berkata, ini kerana Speaker DUN Perak, V. Sivakumar tidak mempunyai pilihan lain lagi untuk mengadakan sidang tersebut.

    ''Bukan kehendak Speaker untuk mengadakan sidang DUN di bawah pokok. Sidang DUN yang diadakan pada hari ini sah dan mereka mempunyai agenda.

    ''Pakatan pembangkang mahukan DUN Perak dibubarkan dan pilihan raya negeri diadakan kerana kami mempunyai kekuatan moral dan keberanian untuk berdepan dengan rakyat.

    Biarlah rakyat Perak putuskan wakil mereka," katanya kepada pemberita di lobi Parlimen di sini hari ini.

  4. Saya takut nanti bila Nizar nak jumpa sultan, dia pulak dah tak ada, gi holiday ke, kena kidnap ke, tengok aje lah nanti...

    UMNO nak rampas jugak! walaupun rakyat tak mahu mereka.

  5. The solution with regard to assuring the impartiality and professionalism of the civil service is to ensure the senior officers are vetted and approved by a bipartisan parliamentary appointment & remuneration committee, and confirmed by the upper house of the Senate.

    Trouble is appointments of senior officers have been hijacked by the President of UMNO/PM of the day especially for the last 28 years.

    This is one of the ways in which you bring a country to ruin as you would bring to bankrupt a profitable company.

    These dangers you quote of is not just limited to Selangor.

    Kedah is in the same danger, face the same idiotic civil servants who are not impartial.

    Penang also.

    this should be reviewed by Pakatan's leadership as a whole.

  7. I put in 35 yrs of my life into the civil service and today i look at it and it looks like a civil service full of umno members.You are right when you say if things are not put in place fast pr will be finished.
    Of all the things i see the saddest part is pr is also made up of ex umno man hence the mentality not to change.

    My goodness! What is happening? DUN assembly under the tree! My advice to Pakatan leaders in Perak is ... cukup lah. It is your ADUN that had frogged to the other side and now you are being childish by refusing to accept defeat. I remembered all this sort of 'crap' only took place when you are a child.

    I wonder if Anwar did succeed to topple the BN government by 'froging', would your adversary react the same way? Fraaaaankly, I do not think seemed they are more gentlemen then you guys are.

    Prolonging the Perak issue is as good as insulting the Perak Sultan and it's a damn bad publicity for Pakatan in the eyes of the Malays.

  10. Kenapa malu bersidang dibawah pokok? Kita semua tahu kenapa ini berlaku. Pada saya lebih memalukan menculik ADUN dengan meggunakan nama Raja Muda untuk mendapatkan kuasa.
    Pada orang Perak yang rasa malu dengan persidangan ADUN di bawah pokok itu agak nya mereka maseh berpegang teguh denan kata kata orang Perak yang telah ketinggalan zaman " Bior Papa asal bergaya."
    Maruah mesti jaga ya YOB! Walau pun dah 50 tahun di perbodohkan oleh you know who.

    - with its "stretched" resources vs the UMNO/BN's "National & State Machinery & its Mini Napoleons within the Party, at All Federal & State Government Institutions, All GLC's, etc....

    -Malaysia badly needs "Role Model" established Leaders & Politicians of HONOUR with Calibre, Maturity & Tolerance without Fear or Favour & NOT Political OPPORTUNISTS – on BOTH sides of the Political Divide.

    This nation Desperately needs Intelligent, Time Proven Pragmatic Successful modelled, Financial & Politiical "SOLUTIONS" NOW on BOTH sides of the Political Divide, to MITIGATE the IMPENDING Political & Financial fallout.

    The 8th March 2008 elections offered us an "Alternative to the UMNO/BN Autocratic Government.

    In 2009, We are ALL Anak Bangsa Malaysia led by our "RPK, Haris & all the Defenders of Truth" to restore "Justice, Equality, Human Rights & Freedom" with our struggles to achieve our 2nd Independence....
